Dr. Nalini Chilkov: Why Do Cancer Patients Die From Blood Clots?
Cancer patients have a seven times higher risk of complications from blood clot formation. (1) One of those complications is death. Cancer patients have a dramatically increased risk of strokes, heart attacks and dangerous blood clots in the lungs (pulmonary embolism) and in the legs (deep vein thrombosis). (1) (6) That means some cancer patients die when the normal flow of blood is obstructed by a sticky clot.
If you are a cancer patient you certainly don't expect to die from a blood clot. You usually expect to die from the cancer itself.
Normal blood is mostly thin and watery and filled with cells that flow about easily without getting stuck together. Blood that is prone to clotting becomes thick and sticky... more like honey than water. This happens as a result of many chemical reactions between cells and tissues due to the presence of cancer itself or as a side effect or complication of cancer treatments. (1) (6)
Tumor cells produce clotting substances (1) (4)The physiology of cancer itself is a state in which the blood is more prone to clot
formation. That is, increased blood clotting is but one of the many changes that occurs in many cancers. This is often referred to as a state of hypercoagulation (increased clotting) or prothrombotic (promoting clot formation).

What Should You Do?
Get up and move. Don't be a couch potato. Exercise decreases risk of blood clot formation simply by keeping the blood flowing. Consult with your doctor to determine the safest exercise routine for you.
Drink plenty of healthy fluids every day. The blood is mostly water. When you are dehydrated, your blood becomes more thick and less watery.
If you form a blood clot for any reason, ask your doctor to screen you for cancer.
If you are a cancer patient and are undergoing cancer treatment, ask your doctor to monitor your blood for evidence of increased clotting. There are many "clotting factors" that can easily be measured in the blood. A few include D-Dimer, Fibrinogen, Factor V, Factor X, platelet count, prothrombin time and many more. (8)
Ask your doctor to measure your blood for factors associated with increased inflammation that effect clotting. (WBC, CRP, IL-1,IL-6, TNFa, NFKb for example)
?Ask your doctor if any of the medications you are taking or treatments you are receiving can increase inflammation or increase the risk of blood clots.
If you are at increased risk for forming blood clots, ask your doctor to recommend a plan for prevention, an anti-clotting, anti-coagulation strategy. Today many doctors routinely recommend that patients take a baby aspirin on a daily basis as a form of prevention to reduce the risk of blood clot formation. Cancer patients who form clots are often prescribed much stronger medications. Some anti-clotting drugs have been shown to slow down the growth and spread of tumors in some breast, pancreatic, ovarian, colon and skin cancers. (5)
Be aware of drugs and treatments that reduce clotting and increase bleeding. It is also true that many treatments and medications have the opposite effect. Some common over the counter drugs such as Advil and Alleve as well as aspirin can reduce blood clotting leading to the side effect of excessive bruising or bleeding. If you notice you are bruising easily, your gums bleed every time you brush your teeth or you get a bloody nose frequently, these may be signs you are not clotting normally. See your doctor.
Be aware of how nutritional and herbal supplements can effect blood clotting.
Examples of widely used natural substances that impair normal clotting function include
omega-3 fish oils (EPA, DHA) (2) (4) (7), vitamin C, bromelain, tumeric, garlic, ginseng, ginger and red clover to name a few. (3) (4) (7) These supplements should be discontinued before surgeries to reduce the risk of excessive bleeding. These same substances are also valued as supportive therapies when there is increased risk of clotting, which is true for all cancer patients.
To Clot or Not to Clot Is a Delicate Balance
Any substance, whether a prescription drug or a natural substance, might increase or decrease normal blood clotting. A fine balance is necessary. This delicate balance lies in the territory where we are not at risk for either increased or decreased blood clotting. What we want is a state of normal blood clotting. This means that if you get a cut or have surgery, the blood will clot quickly and the bleeding will stop. On the other side, your blood should not be thick and sticky, but flow smoothly and normally throughout your body in a state that is not prone to abnormal clot formation which obstructs normal circulation. This can be life threatening.
As each person is unique, it essential that you consult with your health care provider to arrive at a plan that is safe and tailored to your risks and needs.

Author, screenwriter, filmmaker Rex Pickett to speak at Your College
On Friday, March 2, Rex Pickett will entertain MC students and the community with an inspirational lecture on the writing life, its vicissitude and more. In addition, he will discuss the inception of his Academy Award-winning film SIDEWAYS and its long road to being a critically acclaimed feature film. The novel Sideways continues to be a hit and has been translated into 12 languages.
In 2004, the film SIDEWAYS was released and ended up winning over 350 accolades, including the Academy Award for Best Adapted Screenplay. It swept the New York Critics Circle Awards, the Los Angeles Film Critics Awards, the Indie Spirit Awards and won two Golden Globes (one for Best Picture and the other for Best Screenplay). The prestigious Writers Guild of America recently voted SIDEWAYS one of the 101 Greatest Screenplays of All Time and honored those 101 selections with plaques in the WGA Theater in Beverly Hills.
Mr. Pickett?s Midland College lecture is part of his two-week Texas tour, in which he will be conducting research for his current screenplay entitled ON TOUR WITH MAX about a poet currently teaching at the University of Texas. The film is set almost entirely in Texas.
Pickett explained, ?ON TOUR WITH MAX involves a 50-something-year-old, once-famous poet who embarks on a sometimes hilarious, alternately heartbreaking reading and book signing road trip and tour of 2nd and 3rd tier colleges in Texas. He is accompanied by a starry-eyed, 20-something-year-old Ph.D. candidate. I?m not familiar with the state of Texas. As a screenwriter, I need to research this fictional tour that my characters take in order to do the story justice.?
Mr. Pickett will be presenting his Midland College lecture twice on Friday, March 2 ? once at 9:00 a.m. and again at 11:00 a.m.

Man United's cash reserves fall by $158 million

LONDON - Manchester United's cash reserves fell by 100 million pounds ($158 million) in six months partially to finance an investment in a roster failing to maintain the English champions' dominance.
As a result of spending that also took in stadium improvements and a bond repurchase program, the Old Trafford bank balance dropped from 150.6 million pounds to 50.9 million pounds ($238 million to $80 million) to Dec. 31, the club's quarterly accounts revealed on Tuesday.
Despite net spending of 48 million pounds ($76 million) on new players, including goalkeeper David de Gea, defender Phil Jones and winger Ashley Young, United failed to advance past the first round of the Champions League and has been eliminated from both domestic cups. Meanwhile, neighbor Manchester City holds two-point lead in the Premier League.
United spent 5.3 million pounds ($8.4 million) in the three months ending Dec. 31 buying back bonds that were issued two years ago to raise 504 million pounds (then $762 million) to replace long-term financing and reduce debts to hedge funds.
United has spent 92.8 million pounds ($147 million) repurchasing that debt ? more than the 80 million pounds (then $130 million) received from Real Madrid in 2009 for the sale of Cristiano Ronaldo.
The club's debt, resulting from the 2005 takeover by the American Glazer family, stood at 439 million pounds ($694 million) at the end of 2011 and incurred almost 24.5 million pounds ($39 million) in interest payments in six months.
Although the debt was down from the 508 million pounds at the end of 2010 it rose again in the final three months of 2011 by 6 million pounds ($9.5 million).
However, United's moneymaking abilities appear to be undiminished, with 175 million pounds ($277 million) in revenue in the six months ending Dec. 31 ? up more than 10 percent on the same period a year earlier due largely to a rise in TV income and a new training jersey sponsorship deal with express delivery and freight firm DHL.
"Revenues continue to grow strongly although costs are increasing just as quickly so pretty much negating that growth," the Manchester United Supporters' Trust said in a statement. "However the key figures of interest to supporters show the Glazers have now spent every penny of the money received from the sale of Ronaldo, and more.
"That's now 92.8 million pounds spent on buying back their own bond debt that they loaded onto our club."
MUST said that since Ronaldo's departure, net transfers totaled 90 million pounds ($142 million) while 225 million pounds ($356 million) had been taken out of the club to cover debt payments and interest.
"What could the club have done with that extra 225 million pounds? Cheaper tickets for loyal fans, investing massively in the squad and stadium, developing and retaining the best youth players, competing on an equal basis with the very best teams in Europe," MUST said. "This is the true cost to Manchester United of the Glazers' ownership."

Betterment New Pricing Plus IRAs
The revolutionary personal investing service Betterment just improved their offer.
Today they are announcing a new, lower pricing structure ranging from 0.15% to 0.35%.
They are also introducing IRAs, giving you the ability to use Betterment as a full-fledged, tax-advantaged retirement account.
Here are the details.
Fees ? Betterment used to charge 0.3% to 0.9%, depending on your account balance. Now they are charging from 0.15% to 0.35%. They categorize their fees based on the type of user you are: ?Builder,? ?Better,? and ?Best.? Here?s the visual:
At a flat 0.15%, Betterment is competing with the low-cost ETFs you would get from companies like Vanguard. It actually rivals my low-cost target date fund. This new pricing essentially cuts the old model in half, and then some. Kudos to Betterment for making their service more affordable.
Note that the minimum balance still drives the rate, but it also entitles you to some other services: next-day transfers and a custom portfolio. I was told by the Betterment team that if you want these additional services, but don?t qualify based on your balance, you can pay a monthly fee in lieu of the fees above to get them.
A couple of other things to point out: for the first 30 days under Betterment you can get the account for free; also, existing customers can stay put in their old pricing plan if they want to.
IRAs ? Existing customers have known about this for a few months. But now as a new customer to Betterment, you can come on-board starting with an IRA (both Traditional and Roth). This means you can also rollover your 401K or existing IRA to a Betterment IRA.
In my book, adding the ability to invest with an IRA through Betterment is huge. As you guys know, I don?t see much use for taxable investing. So this is a welcome change for me.
If you read my in-depth review of Betterment, you might remember that two of the negatives that I mentioned were pricing and no IRAs. With these new changes they?ve dramatically improved their service, making it worthy of a second look if you?re looking for a place to start investing or rollover an account.
Note that Betterment is still offering a $25 bonus to new accounts opened with at least $250.*

Online coupons not always honored by merchants

When you buy an online coupon, how do you know a store will honor it?
Edgar Dworsky walked into Rose's Chinese Restaurant in Waltham, Mass., last week with a $6 coupon he?d purchased for $3 and found out the hard way that not everything is what it seems online.
The online coupon category is getting more crowded daily. Led by giants Groupon and Living Social, there are now hundreds of smaller competitors.?But not every email offering a discount is a good deal.
Dworsky purchased his coupon from MobileSpinach.com in early February. But when he went into Rose?s, the owner said he?d never heard of MobileSpinach and didn?t plan to honor it. Instead of enjoying a cheap meal, Dworsky found himself in the middle of the messy world of online merchant discounts.
Dworsky?s tale isn?t unique. Many store owners around the country say they?ve never agreed to accept coupons being offered for sale on MobileSpinach, and the firm has been dogged by nationwide complaints that it is selling allegedly ?fake? coupons.?
The firm?s co-owner, John Vitti, blames the complaints on misunderstandings, poor memories of merchants and over-eager affiliate salespeople, and says he?s happy to issue refunds.? But merchants getting pitched daily by ever-increasing number of Groupon-like sites are often caught in the middle, completely confused by the complicated world of e-coupons.
Dworsky was equally frustrated when he tried to use his coupon on Feb. 11.
?The man at the counter, the owner, said he didn't know what this certificate was, that he never agreed to offer these certificates, and that he had not been paid for them.?He indicated that someone had come in the day before with one like it also," Dworsky said.
And while MobileSpinach later agreed to refund the $3 he'd spent on the coupon, he wasn't really satisfied. Calls placed to other nearby restaurants unearthed a similar pattern.
"This is a scam of sorts ... or a naive company that thinks they can advertise deals that they have not yet formally acquired," said Dworsky, a former assistant attorney general in Massachusetts who now runs the consumer advocate website MousePrint.org.
Indeed, MobileSpinach has previously been accused of selling deals it didn't really have the right to sell. Last August, San Francisco-area foodie magazine Grubstreet wrote two stories about restaurants and consumers getting tripped up by Mobile Spinach group coupons that weren't authorized.?In November, a student newspaper at George Washington University reported the same problemin the Washington, D.C., area. The paper said 50 disappointed consumers were turned away from a small restaurant called Crepaway with invalid $10 vouchers they'd purchased from Mobile Spinach for $5.?
Other unusual stories dog Mobile Spinach. Jim Gilbride, who owns Old Country Deli in Hicksville, N.Y., told msnbc.com that a caller recently offered him an opportunity to buy a Mobile Spinach ad. He declined, and was surprised when the ad showed up on MobileSpinach.com anyway.
"I never heard him say (the ad would go up anyway)," Gilbride said. "I dismissed him when he called."
A man who answered the phone at Kabob Corner in Medford, Mass., said the same thing about a $3 for $6 coupon offered for that store.
"It is a fake coupon," he told msnbc.com before hanging up.
Even merchants who have dealt with Mobile Spinach seem to face some confusion.
At Creative Cakes in Silver Spring, Md., owner Randi Goldman said she agreed to a $5 for $10 in merchandise deal with Mobile Spinach about six months ago.? She generally feels pestered by sites like Groupon and Living Social, and doesn't like the revenue split they offer -- merchants only pocket 25 cents for every dollar in value that is sold.?But her Mobile Spinach salesman said she'd earn 100 cents on the dollar for every coupon sold.
"They said they'd pay me $5 for every coupon, and there was a special deal with the credit card companies who would pay the other $5," Goldman said.? So far, only a few coupons have been redeemed and her PayPal account has been credited the funds, she said.
Vitti, the co-founder of Mobile Spinach, admits that there have been some customer service issues, but blames them on confusion in the coupon marketplace.
"This space is getting crowded," he said. "There's just so much confusion. Sometimes merchants don't remember what they've agreed to."
That's his explanation for Dworsky's issue at the Chinese restaurant.
?I personally had a conversation with the owner of Rose's Chinese Restaurant and he apologizes for this confusion and so do we,? he said.?
A worker who answered the phone at Rose?s said the owner wasn?t present and declined to comment.
Vitti said the rash of San Francisco complaints was the result of a short-term experiment that involved offering deals for sale before they'd been arranged with a merchant. The company later ditched the idea, he said.?
He attributed the Washington, D.C.,-area complaints to rogue affiliates. Some deals on MobileSpinach.com weren't arranged directly by the Mobile Spinach sales team, but rather by affiliates in a revenue-sharing arrangement.
"There was confusion because the only way to redeem those was for people to make purchases online, and they were walking into the store with those," he said.?"Over time we were getting more and more customer support issues, to a point where we are uncomfortable with them. Sometimes these aggregators and deal providers don't have best relationships (with merchants). ... Sometimes you wondered, ?Who's got the relationship here?' "
So as of Feb. 4, he said, Mobile Spinach has stopped dealing with affiliates and will only promote deals sold directly by its sales force. The number of deals being offered dropped from "thousands to about 400" as a result, he said.
"We are trying to clean up this industry," he said. ?There has been many well documented problems in the coupon, gift card and now the deal space with redemption at any size merchant ... even large national retailers.? ?
He said the full value offer to Creative Cakes was real ? ?customer acquisition costs,? he said ? but added that it is only temporary.
Consumers who feel they've purchased a bad deal from Mobile Spinach should contact the firm for a refund, he said. "We have a refund-anytime, no-questions-asked policy," he said.
Merchants, however, face a slightly trickier proposition. They can refuse to honor any coupon, but that?risks irritating a potential customer. Gilbride, the deli owner, said he'd probably honor a coupon brought in by a frequent customer just to avoid a negative interaction.?
?I've been in this business 26 years now," he said. "I try not to get frustrated anymore by any of this."?

He also notes that Dave Liniger, the co-founder of Denver-based RE/MAX, is predicting one out of every four home sales this year will be investors.

He has received so many calls and emails from people in Denver, he decided it was time to visit.
?I really felt drawn to Denver because the response was so huge. One thing I learned is that people in Denver and Colorado are very entrepreneurial. ?The road to independence and wealth literally is right beneath your feet,? in Denver.
Rand said he didn?t plan on bringing his show to the road in Denver, when he first picked the Mile High City as his No. 1 choice for buying rental homes. ?It wasn?t planned. But the best business plans are the ones that are created by consumer-demand.?
However, he said that those looking for a ?get-rich-quick scheme,? will be disappointed by his seminar.
?I?m the antidote to that,? he said. ?I?m the voice of reason. If you buy one investment property, and the next year buy another and so on, after a while owning investment properties will be a life-changing event.?
He added that he feels his seminars are geared toward those who are just getting started in real estate investing, but he has been surprised at the level of knowledge and sophistication of some audience members.

More typical, perhaps, was a young couple in the front row.
?They were in their late 20s and they both had jobs, but they are very entrepreneurial, which like I said, I find is very true of people in the Denver area. They?re total neophytes, but something about real estate investing just clicked for them.?

Bobby Brown Exits Whitney Houston Funeral Early, Releases Statement
After days spent arguing with Whitney Houston's family over whether or not he'd attend his ex-wife funeral, multiple sources confirm that Bobby Brown continued arguing with his former in-laws today.
And actually left the memorial after just 20 minutes as a result.
Both E! News and TMZ report that Brown brought an entourage of nine people in to the Newark church. It's unclear exactly what happened from there, but the singer was spotted exiting the house of worship shortly after the service began.
"I am at Whitney's funeral. I spoke with Bobby Brown trying to calm him down and not distract from the services. Today is about Whitney!" Al Sharpton Tweeted, while Access Hollywood's Shaun Robinson says a "seating arrangement" dispute was at play.
Brown also has a concert gig tonight in Connecticut with New Edition, but it's believed this disagreement with Whitney's family is the reason why he left the premises so quickly.
UPDATE: Brown has released the following statement:
“My children and I were invited to the funeral of my ex-wife Whitney Houston. We were seated by security and then subsequently asked to move on three separate occasions. I fail to understand why security treated my family this way and continue to ask us and no one else to move. Security then prevented me from attempting to see my daughter Bobbi-Kristina.
"In light of the events, I gave a kiss to the casket of my ex-wife and departed as I refused to create a scene. My children are completely distraught over the events. This was a day to honor Whitney. I doubt Whitney would have wanted this to occur. I will continue to pay my respects to my ex-wife the best way I know how.”

APOn Thursday, Lions defensive end Cliff Avril strongly hinted during a SiriusXM NFL Radio interview that tampering is happening as he prepares to hit the free-agency market.
?I kind of think the Lions will try to do the right thing, I guess,? Avril said. ?A lot of teams don?t think the Lions will let me hit free agency. But a few teams have called.?
On Friday, Avril tried to put the toothpaste back in the tampering tube.
?No other teams, per se, like general managers or anybody has called me or anything like that,? Avril told the Detroit Free Press.? ?But I know a lot of guys that I?ve played with or guys that have seen me play have told me that their coaches have brought me up in a sense of, ?Dang, that guy can play; wouldn?t mind having him-type thing.?? Never official-type things or anything like that.?
Um.? Yeah.
Look, if that?s what he meant, that?s what he should have said.? When he says ?a few teams have called,? the message is that, well, a few teams have called.? As in they?ve called his agent to find out things like whether Avril would be interested in that team and, more importantly, how much money he wants.
It?s easy to be skeptical of Avril?s clarification because anyone who follows the NFL even remotely closely knows that teams are calling agents of players who will be free agents on March 13.? It happens every year.
How else do guys get onto planes to visit new teams at five minutes after the moment free agency opens?? How else do multi-multi-multi-million-dollar deals get negotiated ? from scratch ? in a matter of a few hours?? The agent know where to focus once the green flag is waved because the race begins long before the green flag even shows up at the track.
But Avril?s ?clarification? apparently is good enough for the league office.? NFL spokesman Greg Aiello told the Free Press that the comments are ?hearsay? and do not constitute tampering.
Fine, but the first comments constitute clear evidence of tampering.? But the league office is reluctant to investigate matters of these nature because:? (1) everyone tampers; and (2) nailing someone for tampering requires the league to admit that one or more of its teams is cheating.
That?s why the NFL only enforces the tampering rules when a team essentially is caught with one hand in the cookie jar and with the other is giving the league office the finger.? (Yeah, I?ve used that one before.? But only because I continue to be as cool as the other side of the pillow.)? Nearly nine years ago, former NFL safety Lawyer Milloy inadvertently blew the whistle on the Redskins for making an offer before the Patriots cut him, in an interview with Peter King of SI.com.? Once Milloy ?clarified? his comments, the league looked the other way.
And so it continues to make sense for the league to change the rules to create a window in which teams can call before a player can sign.? Without that change, cheating technically is happening on a rampant basis, and the league office comes off as toothless, incompetent, and/or apathetic.? Analysis: Putin's state sector crackdown short on substance (Reuters)
MOSCOW (Reuters) ? Vladimir Putin has ordered Russia's state firms to clean up their act, but without fundamental reforms he may only scratch the surface of endemic graft and conflicts of interest that tar the country's bloated national champions.
Such reforms would require Putin to dismantle an entrenched system of corruption, patronage and cronyism, in which many of his own allies are enmeshed through their ties with the state-owned giants that are the focus of the crackdown.
"The problem is that all these state companies are very well-connected, and not well controlled," said Elena Panfilova, the head of the Moscow office of anti-corruption body Transparency International.
The prime minister has his eyes on a triumphant return to the presidency in a March 4 election. As well as rhetorical swipes at unpopular oligarchs, Putin has taken aim at the state giants that dominate energy, infrastructure and banking.
"Of course it's a pre-election move, to show an effective program against corruption," said political consultant Dmitry Orlov, who advises the pro-Putin All-Russia People's Front movement.
"But this isn't just a PR move: It's a real move that affects thousands of managers at these companies and their suppliers."
In a bid to prevent state-appointed managers from rewarding themselves or their relatives with lucrative contracts, Putin has instructed all state companies to furnish details about the ownership of every firm with which they do business.
He has also told state auditors to investigate the biggest state-owned firms, including gas producer Gazprom, oil pipeline operator Transneft, railway company RZhD, and banks Sberbank and VTB.
The initiatives followed mass protests against alleged fraud in December's parliamentary election that also illustrate public frustration at Putin's failure to tackle business corruption.
The most popular opposition leader, blogger and shareholder activist Alexei Navalny, first gained fame by exposing dubious financial dealings at major state companies.
Navalny caused a public outcry in 2010 by leaking a confidential government report detailing massive cost overruns, which he said totaled $4 billion, in the construction of an oil export pipeline to the Pacific coast by Transneft.
While Putin has an electoral interest in preventing further such scandals - or at least being seen to do so - skeptics doubt he is serious about taking on vested interests with which he is himself closely entwined.
"SERIOUS CORRUPTION RISKS"
Corruption is widely acknowledged as one of the biggest deterrents to foreign investment. Russia saw a net capital outflow of $84 billion last year, while capital investment as a share of gross domestic product - at around 20 percent - is significantly below most other emerging markets.
The prime minister is talking tough. At a meeting with senior power-sector officials in December, he blasted managers for abusing their positions to line their own pockets.
Putin cited a government probe which showed that out of 352 state-appointed managers in the sector who were investigated, no fewer than 169 were involved in private businesses on the side.
These "pocket" companies - typically suppliers, contractors or intermediaries - had taken hundreds of millions of dollars offshore, he said. "It's no secret that this creates serious corruption risks, or at a minimum conflicts of interests," Putin fumed. "We need to bring order here."
Several officials singled out by Putin have since resigned, including regional power chiefs, two deputy general directors of the federal grid company FSK, and a deputy general director of MRSK Holding, which owns government stakes in 11 regional power distributors.
"It's encouraging that he's making an effort to force bureaucrats to clean up their act," said David Herne, director of the Specialised Research and Investment Group, a Moscow-based firm that invests in Russia's power sector.
"Unfortunately, the ones who are clean are the exception."
"LOOK IN THE MIRROR"
In a sign that the purge may be spreading to other sectors, several other senior managers have resigned from state companies in recent weeks, including Gazprom's head of production, and the head of procurement at Rosneft.
But Vladimir Milov, a former deputy energy minister who is now an opposition politician, said the personnel changes were linked to pre-election battles for influence and did not represent a serious attempt to tackle conflicts of interest.
"It's more important to investigate obvious cases than to instigate a major 'cover' operation, pretending that we are looking for hidden beneficiaries," he said.
"I would strongly advise Putin to look in the mirror. Because his own friends do major deals with major state-owned companies."
Milov cited the example of Arkady Rotenberg, Putin's former judo partner, who is now one of the biggest suppliers of steel pipes to Gazprom - a lucrative business that has boosted his fortune to $1.1 billion, according to Forbes magazine.
Both Rotenberg and Gazprom have denied any violation of rules, insisting that all tenders were competitive.
But such cases reinforce concerns that many analysts have about Gazprom's murky procurement practices and high costs.
"Gazprom has about $40 billion in capital investment each year, two-thirds of which is not producing value," said Anders Aslund, senior fellow at Washington's Peterson Institute for International Economics and a former economic adviser to the Russian government.
"It costs three times as much to build a pipeline per kilometer in Russia as it does in Norway."
LACK OF OVERSIGHT
To address such concerns, Putin ultimately needs to do more than replace sticky-fingered managers and impose tougher rules on the ones that remain.
In part, the lack of oversight reflects chronic weaknesses in the governance of state companies - a particularly serious issue in Russia where the government is often divided between competing lobbies, and state managers have close relations with officials who are supposed to control them.
"So many people report to the prime minister that he doesn't have the ability to monitor it all closely," said Herne. "And below him the lines of authority are diffuse, so if you're the manager of a state company you have wiggle room."
Although in principle the government has committed itself to reducing the state's economic role through privatization, in practice the large state companies have grown under Putin's government. The state's share of stock market capitalization has leapt from 24 percent in 2004 to some 50 percent today.
An even broader problem is weak public oversight. Anti-corruption campaigners say little progress is possible without a genuinely free press, a more independent parliament, and a greater role for civic bodies.
Until these issues are resolved, many Russians and foreign investors will be unconvinced by Putin's latest initiatives.
"We've seen a number of anti-corruption campaigns in Russia over the last decade," said Steven Dashevsky, director of Moscow-based investment firm Dashevsky & Partners, "And each campaign was followed by even greater corruption."
