Average credit card debt falls, late payments rise

LOS ANGELES ? Ramped-up holiday season spending typically keeps some borrowers from making timely payments on their credit cards in the last three months of the year, and 2012 was no exception.

The rate of credit card payments at least 90 days overdue jumped to 0.85 percent in the fourth quarter from 0.78 percent a year earlier, credit reporting agency TransUnion said Wednesday.

That's an increase of about 9 percent. The rate also climbed 13 percent from the third quarter, when it was 0.75 percent, the firm said.

Much of the growth in late payments on credit cards in the October-December period is due to increased spending for the holiday season, said Ezra Becker, vice president of research and consulting in TransUnion's financial services business unit.

When the bills arrive in January, many cardholders who missed payments start taking steps to catch up, which ends up lowering the credit card delinquency rate in the first quarter.

"For people who might have overspent themselves, they might not have the money right on hand to pay, but once they start to get their tax refunds and their year-end bonuses, you see that come back into line," Becker said.

Still, that task is more difficult this year because most paychecks have been reduced since Congress and the White House allowed a two-year reduction in Social Security payroll taxes to lapse at the end of December.

In addition, Americans due to receive an income tax refund may have to wait a bit longer for their check this year, because the Internal Revenue Service got off to a late start.

TransUnion anticipates that the card delinquency rate will decrease slightly to 0.81 percent in the first three months of this year. But that forecast hinges on the U.S. economy avoiding any major shocks and doesn't factor in the possible impact of higher payroll taxes or delayed tax refunds.

Those factors could end up driving the card delinquency rate higher in the first quarter, Becker said.

While many cardholders failed to keep up with payments in the fourth quarter, the average amount of debt charged by borrowers declined on an annual basis.

The average credit card debt per borrower in the U.S. fell 1.6 percent to $5,122 from the last three months of 2011, though it grew 2.5 percent from the July-September quarter, TransUnion said.

Though serious delinquencies have risen in the last year, "average credit card debt has actually dropped, which is a sign that consumers continue to manage their credit well," Becker said.

During the last recession, many Americans reined in spending in favor of paying off debt, particularly credit card balances. The housing downturn also prompted many homeowners to make paying their credit card accounts on time a priority at the expense of other financial obligations, such as their mortgage payments.

While higher, the late payment rate increased from historically low levels.

The lowest late payment rate on TransUnion records going back to the mid-1990s was 0.56 percent, set in the third quarter of 1994. More recently, it was at 0.60 percent in the second quarter of 2011.

Although many cardholders have kept their credit card debt relatively low since 2010, TransUnion has forecast that average credit card debt will rise by roughly 8 percent to $5,446 by the end of this year - the highest level in four years.

One factor in the increased late-payment rate is that banks have been issuing more credit cards to borrowers with less-than-sterling credit.

Data on the number of new credit card accounts opened by consumers lags by a quarter, so the most recent figures that TransUnion has are from the third quarter of last year.

The latest data show that the number of new credit cards issued in the July-September period fell 2.4 percent from the same stretch in 2011, coinciding with some of the largest credit card issuers scaling back the volume of mail marketing aimed at signing up more new borrowers, Becker said.

Even as card volume declined, some 30.5 percent of the new cards issued in the third quarter went to so-called non-prime borrowers. A year earlier, the share of new cards issued to non-prime borrowers was slightly lower at 30.63 percent, TransUnion said.

In the VantageScore credit rating scale, consumers with a score lower than 700 on a scale of 501-990 are considered non-prime borrowers.

LONDON (AP) ? At a time when many robberies take place at the click of a mouse, a group of jewel thieves has shown there's still a potential payoff for old-fashioned criminals willing to use disguises, planning and pluck to nab their loot.

Monday's theft of some $50 million worth of diamonds from the tarmac of Brussels' international airport is a "huge blip on the radar," said retired FBI agent Bill Rehder, who spent more than three decades on Los Angeles' bank robbery squad.

"You can almost liken it to the meteor that hit in Russia," he said, referring to the space rock which exploded last week over the city of Chelyabinsk, injuring hundreds. "These things happen so infrequently, but when they do happen it's a huge story."

It's also the type of story that complicates trends that have seen many crimes ? particularly those targeting banks ? jump from the world of brandished weapons and ransom notes to a universe of Trojan software and password-stealing computer programs.

In several Western countries, robberies have fallen as banks have installed bullet-proof glass, access-control vestibules and cash boxes rigged with paint or glue. Rehder said that, in the United States, tougher sentencing for criminals and societal changes have also led to a drop in bank robberies, which shrank from 8,516 in 2001 to 5,086 in 2011.

That trend has been echoed across the Atlantic, with the British Bankers' Association recording an even more dramatic fall in the number of raids, from 232 to 66 in the same period. Europe-wide figures also show a decrease in the number of bank robberies.

Meanwhile, cybercriminals have stepped in to steal some of the money their gun-wielding colleagues have left behind.

Global figures are hard to come by, but the amounts in play can be huge. In 2010, the FBI announced the unraveling of an online organization that had raked in roughly $70 million through a vast network of hackers, money mules, and front companies. Dozens were arrested across the U.S., Britain, and Eastern Europe.

ATM skimming, in which criminals surreptitiously rig cash machines with card readers and cameras to harvest debit card numbers, is another threat.

Doug Johnson, the vice president of risk management at the American Bankers Association, said that while the average U.S. bank robber could expect to make out with $3,000-4,000 from each theft, a skimmer made 10 times that amount with every successful hit.

Even as criminality mutates to fit the new realities of online finance and cashless wallets, spectacular thefts like the one in Belgium carry a special air of romance, Rehder said.

"This will catch the imagination of the public, no doubt about it," Rehder said, explaining that the use of bogus police vehicles to rob a plane right as it prepared to take off fit right in with the mystique of 1960s heist movies, released long before many of today's online criminals were born.

And security experts said that capers in the vein of "The Thomas Crown Affair" (1968) or "Ocean's Eleven" (1960) ? elaborate schemes involving the surgical extraction of jewels, rare artwork, and cash ? were likely to keep popping up well into the information age.

"As long as we have hard currency and value in precious stones and precious metals, we're going to have people who will try to take it," Rehder said.

Or, as Johnson put it, "it's frankly difficult to create virtual robbery of diamonds."

Thorp to take provost position at Washington University in St. Louis

Chancellor Holden Thorp won?t return to the University?s faculty after he resigns ? he will become provost at Washington University in St. Louis.

Thorp, who announced his plans to resign in September after a series of scandals plagued his tenure, will become the chief academic officer at a private university with less than half of UNC?s enrollment on July 1.

Thorp said he was sought out a few months ago by a search firm hired by Washington University. Though he originally said he was looking forward to teaching and researching at UNC, Thorp said the new position is a good fit.

?I realized I know a lot about higher education and the inner workings of universities ? and that it would be fun to try to apply all that at a new place,? Thorp said in an interview Sunday.

Thorp?s announcement that he would resign roughly coincided with a similar announcement from the university?s provost Edward S. Macias, who had served as chief academic officer for 25 years.

Washington University Chancellor Mark Wrighton made the decision to hire Thorp after consulting with the search firm and an advisory committee.

Thorp?s leadership was challenged throughout a series of scandals during the past two years, which began with an NCAA investigation into the football program and led to multiple examinations of UNC?s academics.

But Wrighton said in an interview that Thorp?s trials will make him even more of an asset.

?I do know there of course have been some challenges at the University of North Carolina, but I believe he worked with a high degree of integrity and effectiveness,? Wrighton said. ?And I believe that the experiences he?s had have been ones that may prove valuable as we may face complex challenges in the future.?

?We do not have Division I intercollegiate athletics, but we?re a very complicated institution, just as UNC is.?

Aside from their interactions at meetings of the Association of American Universities, Wrighton said that he and Thorp have much in common, as they are both chemists and received their Ph.D.s at the California Institute of Technology.

?I?m much older, but I?ve known of him for a long time, and in the last several years, we?ve interacted not knowing we would have this opportunity to work together,? Wrighton said.

Thorp will also hold an endowed professorship in the departments of chemistry and medicine at Washington University, and said though his administrative duties will come first, he hopes to be able to do more research and teaching as his time there progresses.

Wrighton said as provost and chief academic officer, Thorp will be responsible for working with the deans of the university?s seven schools, will assist in defining academic programs and will be the person Wrighton ? who has been chancellor at Washington University for 18 years ? turns to for leadership.

?He will be able to serve when I?m not on campus, and in every aspect he will be the principal leader of our academic affairs,? Wrighton said.

But Thorp said there are things he will miss about the University he has been a part of for more than 25 years.

?I think it?s hard in one way because I have so many friends and connections and love all the people at UNC so much, but it?s also exciting to think of doing all these things at a new place,? Thorp said.

Thorp said that his wife, Patti Thorp, insisted that they could not go somewhere whose athletic teams played against the Tar Heels and that they will still be cheering for UNC on TV, in addition to the Division III Washington University Bears.

Another change for Thorp will be working at a private university, which will propose some different challenges, he said. But he said Washington University does a great job with financial aid and handling student debt.

Thorp added he will work on expanding graduate education at the school, and bolstering the chemistry program. He will also bring his experience with innovation and entrepreneurship, which Wrighton said is on the school?s agenda.

Thorp said he?s looking forward to making his mark at Washington University.

?It?s a great honor to be in an institution that is as strong as Washington University, but they are like any other place, there are things we can work on,? he said.

The British Library has announced its intention to join the UK?s Mooc platform FutureLearn offering participants of its online courses access to the Library?s unique digitised resources. The Library will be the first non-university research institution to join the initiative, and is among five university partners announced today during a major business and skills mission to India with the Prime Minister.

The first ever UK Mooc, FutureLearn was launched by the Open University last December and includes partnerships with eighteen UK universities. Existing Library digital resources will be made available on FutureLearn, complementing plans for large-scale participation in online lectures and courses which are due to start later this year. The Library?s freely available digital collections include over 800 medieval manuscripts, 40,000 nineteenth-century books and 50,000 sound recordings, and continue to grow eah year.

California leads the rest of the country

Geothermal power has a promising future, but so far it has lagged behind most of its other renewable energy cousins, especially wind and solar. So while wind power in the US has grown by 13.2 gigawatts in 2012, with 5.5 gigawatts of that just in December, geothermal's growth is more modest. According to the Geothermal Energy Association, the U.S. added 147.05 MW of gross geothermal power capacity in 2012, which is 5% more than in 2011.

That might not seem like much, but geothermal power has very desirable attributes that make it worth developing further; unlike wind and solar, it generates power 24/7 regardless of the weather. It's true that there are many ways to mitigate the intermittency of wind and solar, including possibly with grid-scale liquid-metal batteries, but having some nice clean baseload power in the mix will always be a good thing. Now the trick is to reduce costs, and to make sure we understand the geology properly to avoid problems.

One Mom's First-Hand Experience with CoreAlign During and After ...

Last spring, as a new member of the Alpine Physical Therapy team, I was asked to attend the CoreAlign Series at Alpine?s north clinic for educational purposes.? Fullerton's Eshelman tops USC in college debut

FULLERTON ? From the Avocado League to Orange County, Thomas Eshelman made a fruitful transition from high school to college baseball Friday night, with some middle-innings help.

Eshelman, an accomplished high school pitcher from Carlsbad, got the honor of starting Cal State Fullerton's season opener, and the freshman right-hander didn't waste it, as he threw six solid innings in the Titans' 3-2 nonconference victory over USC in front of 3,508 at Goodwin Field.

The 22nd-ranked Titans will be counting on a couple young starters this season, so they had to be pleased with Eshelman's poised debut. He allowed two runs, both unearned, and four hits.

"I was pretty comfortable, because I pitched in the fall," Eshelman said. "I knew they were going to be tough, but I knew if I just stuck to my approach and threw strikes, I'd be fine."

Eshelman didn't allow a USC baserunner until the fifth inning, but the Trojans took a 2-1 lead in the sixth when Eshelman's pitch count climbed into the 80s and he seemed to tire. USC shortstop James Roberts hit a two-run home run to give the Trojans a 2-1 lead, but it was short-lived.

Two well-placed bunts and solid baserunning allowed the Titans to retake the lead in the bottom of the inning as USC starter Bobby Wheatley ran into trouble.

Fullerton loaded the bases with no outs in the sixth on Matt Chapman's single, J.D. Davis' walk and Michael Lorenzen's perfect bunt toward third base. Chad Wallach then drove in Chapman with a sharp single to left to tie the score at 2, but Davis was thrown out at home.

The Titans took a 3-2 lead when the next batter, Matt Orloff, pushed a bunt directly toward reliever Nigel Nootbaar. Nootbaar double-clutched, and the speedy Lorenzen scored from third before the tag.

Eshelman didn't come out for the seventh, but still recorded the victory. He had only one bad inning.

USC, one of the worst offensive teams in the Pac-12 last season, didn't have a baserunner until Kevin Swick singled in the fifth. Then, with two outs in the sixth, Adam Landecker grounded to second and reached when Orloff's throw pulled Carlos Lopez off first base. Roberts then hit a 0-1 changeup over the left-field fence for a 2-1 lead.

"I was encouraged by the pitchers. I think (Fullerton) is a pretty good offensive club, and we only gave up six hits,'' USC interim coach Dan Hubbs said. "Now we need to find ways to win that game. When we get a 2-1 lead, we have to shut them down in the next inning. We had the momentum for, like, two minutes.''

Fullerton's Willie Kuhl pitched two perfect innings of relief and Lorenzen came in from center field to pitch a perfect ninth for the save.

Titans shortstop Richy Pedroza had an outstanding all-around game. Pedroza singled and scored in the first to give Fullerton a 1-0 lead. He also walked twice and made two stellar defensive plays.

According to Bloomberg Businessweek, Facebook reported earning $1.1 billion in profit throughout 2012, but after some nifty accounting, it will not be paying a cent in either state or federal taxes. Instead, the federal government will provide Facebook with a $429 million tax refund. How does that work exactly?

Thanks to creative use of a tax deductibility on stock options, the government will be paying Facebook just shy of half a million as a refund on taxes paid in 2010 and 2011.?

Using stock option tax breaks, Facebook was able to give its executives the ability to purchase stock at dirt-cheap prices. And when the executives use those options, the company can write off the difference in prices as a loss and deduct it from corporate taxes for the year, according to Citizens For Tax Justice, which predicted Facebook would make a move like this.?

According to CTJ, this won?t be the last time Facebook embraces stock option tax breaks to avoid paying taxes.?

?Facebook is also carrying forward another $2.17 billion in additional tax-option tax breaks for use in future years,??CTJ writes on a multi-page report about the latest tax findings.?

So essentially, over the next several years, Facebook stands to pay absolutely zero California or federal taxes, all while using stock options from its IPO to receive a total of $3.2 billion in tax refunds from the government.?

While all of this seems crazy, it?s important to note that Facebook isn?t the only company that makes use of these stock option tax breaks. A 2011 CTJ report states that 280 Fortune 500 companies use similar methods to shield or entirely write off their tax payments.?

Fast start sends No. 1 Indiana past Purdue 83-55

BLOOMINGTON, Ind. (AP) ? America's No. 1 team finally came out a winner twice this week.

Indiana's reward: It can stop worrying about votes and start focusing on the Big Ten title chase.

Will Sheehey scored a career-high 22 points and set a new school record Saturday by going 9 for 9 from the field and leading Indiana to its second straight blowout over archrival Purdue, 83-55.

"I thought our team was asked enough letdown questions, and I think they were tired of it, too," coach Tom Crean said. "The human dynamic can sometimes plays into it, but not today, not at all. Not with the way they are maturing, not with the way we feel about the rivalry with Purdue. It's a big, big deal."

It's not just the rivalry that's big any more.

Indiana (23-3, 11-2 Big Ten) bucked the recent trend of No. 1 teams losing games and sliding back in the poll.

Last week, the Hoosiers got a reprieve after losing at Illinois before winning at No. 10 Ohio State. They held onto the top spot only after the next four highest-ranked teams all lost, too.

The Hoosiers also assured themselves of hanging onto at least a share of the league lead as they head into Tuesday night's showdown with No. 8 Michigan State. The Spartans faced Nebraska later Saturday.

To the home-state fans, though, the most intriguing part of this game was how Indiana continued to dominate this series. The Hoosiers have won four straight over the Boilermakers (12-14, 5-8), all by double digits, handed Purdue its most lopsided home loss in school history (97-60) on Jan. 30 and on Saturday became the first Indiana team in school history to beat Purdue twice in the same season by 20 or more points.

"Across the board, they're just a better defensive team (this year) and then you could argue that they're the best offensive team in the country," Boilermakers coach Matt Painter said. "It's a pretty good mix."

This time, Indiana didn't even need its best defender in the second half.

Victor Oladipo limped off the court in the final minute of the first half after spraining his left ankle. After the game, Crean said the medical team opted against playing Oladipo in the second half, and it's unclear whether he'll play at Michigan State.

"I hope he's going to be OK, he thinks he's going to be OK," said Crean, who is now 78-78 at Indiana. "Wishful thinking would be that he will play, but we'll have to see how he does over the next 24, 36 hours."

Losing Oladipo only slowed down the inevitable rout Saturday.

Cody Zeller finished with 19 points and nine rebounds. Christian Watford scored 10 of his 14 points in the first five minutes. Jordan Hulls had 11 points and five assists.

Indiana made eight 3-pointers, shot 56 percent from the field, forced 17 turnovers, limited the Boilermakers to just 38-percent shooting from the field, and they got a brilliant offensive and defensive game from Sheehey, who became the first player to make all nine of his field goals in school history.

The previous record of eight was done four times ? by Jared Jeffries in 2001, Matt Nover in 1992, Ricky Calloway in 1987 and Mike Giomi in 1985.

"I got excited because I got to play a little more," Sheehey joked when asked about Oladipo's injury and before turning to his shooting performance. "There's definitely a zone. If you see a couple of shots go through the hoop, your confidence goes up a little bit."

That's the last thing these Hoosiers need after winning eight of their last nine.

Purdue was led by Terone Johnson and Anthony Johnson, who each had 11. Nobody else reached double figures, and freshman center A.J. Hammons, who scored 30 points against Indiana in Round 1, was held scoreless in the first half and wound up with just six points and three rebounds.

The Boilermakers have lost five of their last six, a slump that began with the first debacle against Indiana.

"There's no doubt you're frustrated," Painter said. "We just have to do a better job of maintaining that consistent effort. Sometimes it's just a breakdown, sometimes it is effort, it's a little bit of everything."

On Saturday, Purdue never even had a chance.

Indiana broke to a 14-5 lead, made it 21-8 less than nine minutes into the game and led 33-14 with 7:06 left in the first half.

Purdue rallied to within 41-29 at halftime, then watched Indiana open the second half on a 12-4 run. The Hoosiers sealed it with a 19-4 spurt that ended with Sheehey's layup with 3:40 to go. That made it 82-48.

"The first two years, it was tough," Watford said when asked about the four-game winning streak over Purdue. "But any time you can come back and win against your rival, especially the way we've been doing it, it feels good."

Review: Morsi, the military and the Egyptian Youth

The Egyptian revolution could best be described as a pivotal moment in the history of the Arab peoples, and the Middle East more broadly. Inspired by events in Tunisia, the liberal minded youth of Egypt took to the streets in a display of mass defiance. Within days a wide strata of the Egyptian polity joined these young and brave protesters, and within days the entire country awoke to a new era, one based not on authoritarian governance but centered on a representative system of democracy.

Along with the protesters in Tunisia, Egyptians dismantled the belief in the Arab Exception. Like theories about the Iberian Peninsula before, the Arab Spring`s young vanguard highlighted their region`s this for democracy and the fallacy of ethnocentric determinism. But their day in the sun would not last. The military, seen as the protector of the new democratic right of protest, quickly maneuvered to secure its interests. With an estimated 40% control of the Egyptian economy, the generals composing the Supreme Council of the Armed Forces (SCAF) sought to ensure that they would not become the next target of protest. Field Marshall Tantawi and his cohorts in the transitional military government secured their position and too control of the Egyptian street while they awaited the creation of some color of representative government.

The Muslim Brotherhood, an international Islamic organization birthed on the Nile in 1928 also played a large role in thwarting the aspirations of the young vanguard. Initially, the Brotherhood viewed the uprising with caution, while younger members in universities and trade unions with their secular and liberal minded counterparts joined the revolutionary fray. The pressure put on the organization by its young membership and concerns about missing an historical moment, and any resulting political benefits, saw the Brotherhood join the uprising against Mubarak.

The organization?s numbers, a result of their decades-long charitable works, is underprivileged areas ensured that the protest swelled and gave cross-societal backing required for it to succeed. With the support of the Brotherhood it was clear to the military that the Mubarak era had come to an end. It was no surprise to many observers of Egyptian politics that the Brotherhood would emerge as the victors of this tumultuous process.

Allowed to run as independents during Mubarak?s reign, the organization secured 20% of the Egyptian parliament in 2005. The Brotherhood benefited from Egypt?s poverty and the neglect of the political classes, combining social welfare with a call to Islam to rally widespread support. This translated into political victory both at the legislative and executive levels in the post-Mubarak era and a stark shift in both domestic and foreign policy.

Mohammad Morsi, a Brotherhood technocrat and the organization?s second choice for the presidency, after its lead candidate and multi-millionaire Khairat el-Shater was disqualified, became the first freely elected Egyptian leader. Viewed as inexperience and reportedly not the brightest, Morsi surprised his critics and supporters alike. Arguably, his most keen move was to sack Field Marshall Tantawi, sending a clear message that in the new Egypt the military would be sub-servant to a civilian executive. To further secure his position Morsi strengthened the prerogatives of the executive, attaining wide powers in the realms of legislation, budgeting and appointment. These moves and the dismantling of restrictions on the Muslim Brotherhood have been viewed with dismay, both inside and outside of the country.

As Francis Fukuyama aptly shows?in the documentary Power to the People: The New Egypt, internally the young, liberal-democratic activists are pretty good at organizing protests in the short term, but have not proved to be good at organizing political parties. Frustration over what liberals see as an increasingly centralized executive and an Islamist-dominated legislature has resulted, not in constructive political opposition, but widespread street protest.

Externally, the same issues that have worried liberal activists are causing concern in Washington. Coupled with a stronger role by Morsi as a mediator in the Arab-Israeli conflict and an newly found independence in regional foreign policy, the Obama administration has taken what Fukuyama describes as a ??wait and see?? policy. The United States is stuck between upholding its liberal-democratic principles by supporting the youth vanguard of the revolution, continuing its fruitful military and peace arrangement with the Egyptian Armed Forces, and finally, developing a constructive relationship with the new government, the Islamist Muslim Brotherhood.

Power to the People highlights this dynamic and the quagmire it presents for American policy makers. Having for so long dictated policy to Arab leaders, the United States must now act to work cooperatively with the new ruling class. Independent Egyptian foreign policy has arisen and Washington is now charged with dealing with Cairo on an equal basis and in turn taking into consideration the needs and aspirations of the Egyptian people. The United States can no longer view the country, ??through the eyes of Egypt?s ruling party or ruling class,?? but nor can it ignore these democratic elected representatives. American decision makers must also take into consideration a broad societal framework who`s attitudes and beliefs have strong implications for America?s standing in the region.

This video is a must watch for American?s interested in their country?s standing in the Middle East and how the Arab Spring has changed and will continue to shift the way Washington interacts with the region. The array of opinions expressed and the historical and contextual approach to the Egyptian revolution and its consequences ensure that this episode of Great Decisions is a highly important starting off point for understanding the intricacies of this subject.

A note: Between the production of this segment and its debut, the youth and supporters of the liberal-democratic camp are back in the streets. Although not on the same mass scale as the protests that overthrew Hosni Mubarak, they now call for the overthrow of the Morsi government.

Judge throws out some Facebook IPO lawsuits

NEW YORK (AP) ? A New York judge is dismissing a key group of the many lawsuits against Facebook over its initial public offering in May, saying the plaintiffs did not show that they lost money because of corporate wrongdoing.

In the Wednesday ruling, Judge Robert Sweet of the U.S. District Court for the Southern District of New York also agreed with Facebook's claims that the plaintiffs could not prove that they owned Facebook stock at the time of the alleged wrongdoing.

The lawsuits and other still remaining alleged that analysts at large underwriting investment banks cut their financial forecasts for Facebook just before the IPO and told only a handful of clients. Facebook and the banks say nothing about its process was illegal.

Facebook says it is pleased with the ruling.

Bloomberg's latest target: Styrofoam

New York City Mayor Michael Bloomberg has banned smoking at restaurants, bars and parks, put limits on the sales of sugary sodas and required fast food eateries to post the fat and calorie totals of the meals they serve.

And now, as he enters his final months in office, Bloomberg is looking to institute another sweeping citywide ban, this time on plastic-foam packaging used for coffee cups and food containers.

Bloomberg will make the proposal in his final State of the City address on Thursday.

?We can live without it, we may live longer without it, and the doggie bag will survive just fine,? Bloomberg will say, according to excerpts obtained by the New York Times.

A spokesman for the mayor did not immediately respond to a request for comment from Yahoo News.

Bloomberg?s push comes after several other major cities?including San Francisco, Seattle and Portland, Ore.?have passed similar bans on plastic-foam packaging?which is more expensive to recycle and is considered harmful to the environment.

Rumors that Bloomberg would push for a plastic-foam ban have been rampant for weeks at City Hall. The ban would require approval from the City Council if it is to be implemented.

The proposal is likely to face considerable pushback from the city?s restaurant and convenience store industries?which are already angsty about a citywide ban on sales of cups of soda larger than 16 ounces set. That regulation is set to go into effect Mar. 1. (Diet soda is exempted.)

According to the Times, Bloomberg will also outline a plan to put more recycling bins on New York City streets.
